I didn't know it before the SOTU, but it's easy! You just impose a tax on college savings plans (529's) by - maybe middle income parents? - who can't afford to write a $20,000(?) check every semester/year and give that money to those lower and middle income parents who were too irresponsible to plan for their child's future. And it took President Obama to figure that out for us.
That's just one of many things I learned from the SOTU.
God Bless America! We sure need it.
