The Moral High Ground

I've been trying to understand.....how is it that President Obama - who supports drones flying over terrorists, killing them with hell-fire missiles - can claim the moral high ground to President Bush, who supported water-boarding the terrorists, leaving them very much alive while gathering valuable intelligence?  Am I missing something?  Or is that just wrong?
