The "Fair Share" Argument Debunked

This chart was used by Ari Fleischer in today's WSJ.  The top 20% of income earners - those making over $74,000 - earn 50% of the nation's income, yet pay almost 70% of the federal taxes, which includes federal income tax AND payroll tax.

Also, please note the average tax rates on the right: the top 1% pay an average rate of 28.9%, higher than the top 5% at 24.1 and the top 20% at 23.2, but much higher than the 60% to 80% group at 15.1%.

Given that the source is the CBO, how are the President and others able to make the "fair share" argument with a straight face, and how are our top  "journalists" able to report on it as fact and still sleep at night?
